If this is a common practive in 0.0 I would go there more but this is not a common practice. When I entery 0.0 not one tells me to pay rent or a fee for my travels for the day, they just attack me.

Thanks for all the reponces to my reponces  .
OK couple things. Lots of RL associations. Eve is not RL.
Also if I go to anouther country there are Laws that will protect me fom getting killed even if I don't have a visa/pasport.
Peoples property that do not want me there have no trespasing signs.
If someones goes on your porperty to shot deer and you shoot them I would like to see this happen and you not go to jail or get worse.
First few post say that what the opening post said is active in aliance regions.
Opening poster said that when you enter an aliance region you would get a pop up windo stating you are in a 0.0 region and for you to say you need to pay these fees.
Now if this something that was inforced by all aliances this is what I would expcet when I enter a 0.0.
First system I enter into there region I would expect to see someone from that alliance. They open a chat windo to me. They state I have entered thier region and for me to stay I have to pay a fee. Ok no problem I would pay as logn as this didn't happen when I ran accross anouther aliance member.
How it happens now. I enter 0.0 region and get killed instantly at the frist aliance gate camp I come accross. So where was I asked to pay a fee?
"Well obviously; if you actually wanted to pay a fee or negotiate entry, you'd have convoed the diplomats before invading the space." your diplomates are not online all the time. and no easy to locate to convoi you do not have signs say convi so and so before you make this next jump :P

You look at the alliance map, and at ingame sovereignty, then take the alliance name and do a forum search on it, and evemail the first guy you see with that alliance's ticker under his name. He'll then abuse you and send you to the right guy to contact.
Yes, of course that's like way too hard to deal with 
Tryied that and they resopnded 2 days later after I had alredy went in and out of the region :P
